M&A List: 37 Government IT Service Provider Mergers and Acquisitions

Merger and acquisition (M&A) activity involving government IT service providers has been steady, with numerous first-time buyers, private equity firms and strategic buyers jumping into the market. Deals ChannelE2E has tracked include:

37. September 2021: Private equity firm High Street Capital acquired NeoSystems, an IT systems integrator and managed services provider (MSP) to the government contractor market.

36. September 2021: Guidehouse, backed by private equity firm Veritas Capital, acquired federal government IT consulting firm Dovel Technologies from Macquarie Capital.

35. August 2021: BlueHalo acquired Intelligent Automation Inc.

34. August 2021: Private equity firm Arlington Capital Partners acquired MCR, a government services provider based in McLean, Virginia.

33. June 2021: Parsons acquired BlackHorse Solutions, a cybersecurity consulting firm that serves U.S. federal government customers including the U.S. Department of Defense and intelligence community customers.

32. June 2021: Accenture Federal Services (AFS), a wholly-owned subsidiary of Accenture, acquired analytics company Novetta.

31. May 2021: Booz Allen Hamilton acquired Liberty IT Solutions, a government technology consulting firm and Salesforce cloud CRM partner.

30. March 2021: Full-service systems integrator Tyto Athene acquired AT&T Government Solutions Inc (GSI), which comprises AT&T’s Department of Defense IT professional services business and select other contracts.

29. March 2021: Government services provider Maximus acquired the federal division of Attain for $430 million.

27 & 28. February 2021: Private equity firm The Carlyle Group acquired and merged two IT consulting firms to form Two Six Technologies.

26. January 2021: Smartronix, a Top 250 Public Cloud MSP and government technology solutions provider backed by private equity firm OceanSound Partners, acquired Datastrong.

25. December 2020: Belcan, backed by private equity firm AE Industrial Partners (AEI), acquired government IT solutions provider Telesis.

24. December 2020: Leidos Holdings acquired 1901 Group, a managed IT services and cloud solutions provider in the private and public market, for $215 million.

23. November 2020: Private equity firm Veritas Capital acquired Northrop Grumman‘s federal IT services business for $3.4 billion, and will merge the acquired business unit into Peraton.

22. November 2020: State and local government IT solutions provider GCOM acquired 20/20 Teknology, a managed IT services provider (MSP).

21. October 2020: Accenture acquired Avenai, a government-focused IT consulting firm and technology services provider in Ottawa, Canada.

20. October 2020: Tetra Tech acquired BlueWater Federal Solutions, an IT systems and services firm from Chantilly, Virginia.

19. August 2020: Private equity firm IMB Partners acquired Ashburn Consulting, a technology consulting firm that supports federal customers.

18. April 2020: Chesapeake Systems acquired StorExcel.

17. March 2020: CGI acquired TeraTank, a 250-person IT consulting firm in the federal market.

16. February 2020: SAIC acquired the U.S. federal IT services business unit from Unisys for $1.2 billion.

15. January 2020: Private equity firm OceanSound Partners recapitalized Top 200 Public Cloud MSP Smartronix, and government custom software developer Trident Technologies.

14. October 2019: Tech Data acquired DLT Solutions, a software and cloud solutions aggregator focused on the U.S. federal, state and local government sector.

13. October 2019: Private equity firms American Securities & Lindsay Goldberg acquired AECOM’s government-focused management services, including MSP & cybersecurity capabilities.

12. September 2019: Red River acquired CWPS in one of the most compelling MSP deals of 2019. CEOs

11. August 2019: U.S. government services provider Perspecta acquired Knight Point Systems, a managed IT services provider (MSP) & consulting firm for $250 million.

10. April 2019: Cask Technologies split into two businesses; one focused on ServiceNow consulting, the other focused on government and cybersecurity services.

9. April 2019: Systems integrator By Light Professional IT Services, backed by private equity, acquired Phacil, a government MSP & cybersecurity consulting firm.

8. January 2019: CACI International acquired LGS Innovations and Mastodon Design for a combined $975 million. CACI, a government contractor, gained expertise in secure networking, cybersecurity, custom software development, rugged signals intelligence (SIGINT), electronic warfare (EW), and cyber operations products.

7. January 2019: Huntington Ingalls Industries (HII), America’s largest military shipbuilder, acquired Fulcrum IT Services & G2 Inc. for government technology consulting & cybersecurity expertise.

6. January 2019: Government IT services provider Concept Plus, a key Oracle partner, acquired Dougherty & Associates (DAI Solutions), a management consulting firm headquartered in Alexandria, Virginia.

5. November 2018: Private equity-backed EverWatch acquired Dynamic Engineering Solutions (DES), an IT consulting firm that provides software and systems engineering, cloud and systems administration to government agencies. Financial terms were not disclosed.

4. September 2018: Science Applications International Corp. (SAIC) acquired rival Engility for $2.5 billion in stock. The deal created a $6.5 billion IT consulting and professional services firm focused on government agencies.

3. May 2018: SAP National Security Services (SAP NS2) acquired government IT systems integrator Technology Management Associates (TMA).

2. February 2018: General Dynamics acquired government IT contractor CSRA for $9.6 billion, making it the number two provider of federal IT services.

1. February 2018: On Assignment purchased ECS Federal LLC, one of the largest privately-held U.S. government services contractors, for $775 million.
